Geocoding and Geographic demarcation

My clearly questions is that  some dwelling areas, rural and urban the don’t have streets but rather an areas given nemes by there chief? How an Enumerator will demarcated the code of that ares into GIS  to work perfect In digital censuses during demarcation.
