Introduction

Census 2023 will be the first digital Census in Nigeria and the Second in West Africa; Ghana conducted a Digital Census in 2021. However, Nigeria’s 2023 Census will be fully digital over the scope of Ghana’s Census because it is fully paperless. All Enumeration Area Maps and Questionnaires will be on tablets and Cloud Computing will be used. All activities will be digitally managed. Therefore, there will be no opportunity to do data cleaning before the data sets are synchronised into the server. Data Quality Management for a Digital Census, therefore, requires an ‘end to end’ technical management of the Census component.
